Neil first became a councillor in 2008 and has represented the area where he lives throughout. In 2024, Neil bravely withstood considerable pressure and voted against the Labour whip to save Nye Bevan and Park Pools from closure. For his troubles, he was hounded out of the local Labour party.

In May 2025, Neil joined Our West Lancashire and he is currently the chairperson of the Communities and Environment committee. He lives on New Church Farm and works for a housing organisation. Weekends will often see him stewarding at Liverpool FC matches.
